The Northern Ireland Route Is Different
Movements from Great Britain to Northern Ireland aren't EU exports. They aren't pure domestic moves either. Under the Windsor Framework, goods crossing the Irish Sea travel through a unique customs envelope handled mostly by the Trader Support Service (TSS) — and TSS feeds directly into the GMR you'll need at the port.
If you only carry one rule away from this article, let it be this: for GB → NI, you don't just need a GMR — you need a GMR linked to the right TSS references.
The Two TSS Documents You'll Hear About
TSS ENS (Entry Summary Declaration)
The TSS ENS is the safety and security declaration submitted before the goods arrive in Northern Ireland. The trader (or TSS on their behalf) submits it, and TSS emails the trader a confirmation that includes the ENS reference number and barcode.
TSS SFD (Simplified Frontier Declaration)
The TSS SFD is the customs declaration itself — the document that tells HMRC what's actually in the trailer. TSS again sends a confirmation email containing the SFD reference.
Both references are needed when you build the GMR.
How These References Connect to the GMR
When you create the GMR in GVMS for the GB → NI direction, you have to link:
- The TSS ENS reference (safety & security)
- The TSS SFD reference (customs declaration)
The GMR is essentially the receipt that says “all the right paperwork exists for this vehicle.” If either reference is missing or wrong, GVMS won't validate the GMR.
Common GB → NI Pitfalls
- Copy-paste typos. TSS references are long. A single character drift kills the link.
- Mixing up the EORI. Both ENS and SFD must be filed under the correct EORI — and that EORI must also be tied to GVMS.
- Using yesterday's references. TSS references are time-sensitive. Re-using a previous declaration for a new movement causes silent rejections.
- Empty trailer movements. Even empty trailers crossing GB → NI need certain declarations. Skipping this is a frequent first-time mistake.
