GVMS Registration — A Haulier's Checklist Before You Issue a Single GMR

Why Registration Matters

Every GMR you'll ever issue is built on top of a correctly-configured GVMS registration. Get the registration right and the rest is mechanical. Get it wrong and you'll spend the next year troubleshooting failures that look like GMR issues but are actually account issues.

This checklist is for any business — haulier, freight forwarder, or in-house transport team — preparing to issue GMRs for the first time.

1. Government Gateway Account

You need an active organisation-level Government Gateway account. Personal Gateway accounts won't work.

  • The account must be in the name of the legal entity that owns the EORI
  • At least one administrator must have permission to enrol new services
  • The recovery email and phone number must be ones you actually control

If anyone has left the company since the Gateway was set up, audit the admin list now. Locked-out admins are the #1 reason businesses can't access GVMS in a hurry.

2. A Valid EORI Number

  • GB EORI for movements involving Great Britain
  • XI EORI if you're moving goods into or within Northern Ireland

A GB EORI starts with GB. An XI EORI starts with XI. Don't try to use one as the other — GVMS will reject the registration.

3. GVMS Service Enrolment

Inside the Government Gateway, navigate to “Add a tax, duty or scheme to your account” and add the Goods Vehicle Movement Service. You'll need:

  • The EORI number(s) above
  • The business legal name (must match HMRC's records exactly)

HMRC sometimes takes 24–48 hours to confirm enrolment. Plan accordingly — don't try to register the morning your first ferry leaves.

4. Authorised Users

Decide who in your team can issue GMRs. Each user needs:

  • Their own Gateway login (no shared accounts)
  • The right delegation under your organisation account
  • Training on which route their authority covers

Concentrating GMR issuance with one or two trained people dramatically reduces errors. The blanket approach (everyone can issue) is a known cause of mis-routed GMRs.

5. Test One Movement Before You Rely On It

Don't put your first real shipment behind your first GVMS registration. Run a deliberately low-pressure test:

  • Pick a non-urgent movement
  • Build the GMR yourself with extra time
  • Confirm the GMR scans correctly at the port
  • Only then roll out to live operations

6. Keep References to Hand

Once you're live, you'll need fast access to:

  • TSS confirmation emails (for GB-NI)
  • CDS MRN emails (for GB-EU and EU-GB)
  • The trader EORI you filed declarations under

A shared inbox or folder structure for these references saves you minutes per movement — minutes you don't always have.
